Kat's Bleu Cheese Potato Salad


1 1/4 cups dairy sour cream
2 tablespoons minced parsley
2 tablespoons tarragon white wine vinegar
1/2 teaspoon celery seed
1/2 teaspoon salt
1/8 teaspoon pepper
3/4 cup crumbled Wisconsin bleu cheese
4 cups cubed cooked potatoes
1/2 cup diced celery
1/2 cup green onion slices
1/2 cup sliced water chestnuts

Mix all
